well the Persian empire was more or less established at the same time as the Roman Empire by a couple of decades, and neither Egyptians or Phoenicians ended up at some point relying mostly on mercenaries while its free citizens enjoyed a life of leisure on the fruits of conquests sooooo maybe you should have?

The Carthaginians were employing a primarily mercenary army by 265 BC at the latest- most likely earlier, during the bulk of the Sicilian wars. The Romans didn't transition from a plebeian army to a mercenary one until after the Julian emperors in the early ADs.

No they didn't employ "primarily" a mercenary army by 265 BC, though they did previously rely heavily on mercenaries toward the end of the first Punic War. There's a huge difference with being at war and forced to hire mercenaries (and then have to fight them in the Mercenary war when you can't afford to pay them since you lost), and willfully change your model from citizens to mercenaries because free citizens were bored with war and wanted to enjoy all the riches they collected.
