The entirety of Off the Wall and Thriller contain nothing but amazing tracks. That was his claim to fame, the dude made two back-to-back fantastic albums. But I guess it's fair to argue that everything he did post-Thriller wasn't all that great. So yeah, he rode out his early success, but it wasn't just a few pop songs.
