Actually, you are almost correct. When the Bird of Prey was introduced in Star Trek III: The Search for Spock, originally Klingon Commander Kruge (Christopher Lloyd) was to steal a Romulan Bird of Prey for her cloaking device. The screenplay was shortened however, and this bit was cut, so the Bird of Prey simply became a Klingon vessel. In the original series however, the only ships referred to as Birds of Prey were Romulan. In the next generation they started calling Romulan ships Warbirds to distinguish them.
