I'm not sure how it worked in the States, but I remember that the "free" hours were not really free, we still had to pay $1.5/hour + later on a monthly fee to the ISP. Max speed in 1995-96 was about 4.8 kbit/s.

"The Internet" was insanely expensive back then.
