He likely even had all the needed materials in inventory at that moment, and I'm sure the rated capacity of the Mr. Fusion is far enough above the 1.21 gigawatt requirement of the time circuits to allow him to bleed off a few megawatts. I think that maybe he couldn't access the Mr. Fusion web-based power configuration menu without a wifi-enabled device on hand, but even then I'm sure he was capable of getting the job done with the limited means he had available to him. Also, why couldn't they use the hover mode? The focus on the hoverboards seems to lead you to believe they function the same. Maybe forward thrust requires gas?
