The Polish government's gamble had paid off. In the early months of the year, the pro-democracy elements in Poland lost out to the influence of the Polish Writers' Union and its charismatic leader, known by their pen name of "EccoRaven," and their fervent arguments in favor of the post-Stalinist "reform communism" agenda favored by the USSR. When the peasant parties threatened a general strike unless measures were taken to stabilize the country, the reformists within the government were forced to withdraw their opposition and allow the hardliners to crack down. Loyal cadres of police began to push back against the peaceful marches of the Democrats, and within a week the popular support for Solidarity lessened as would-be rebels retreated to their homes.

The hardliners' victory, however, was not total. Despite the immediate lessening of tension after the power struggle, there seemed to be just as many pro-Democracy arguments as before. However, the relative lack of force and the swift restoration of order seemed to give the world a new respect for the Communist system -- perhaps it could yet be saved.

One of the most difficult challenges facing the reformers of any system is inertia. The Communist system had been kept in place mostly by the apparatchiks, the lower-level party members who conducted the day to day functions of government. For them, the Communist Party was primarily a means of career advancement, not ideology, and these pragmatic men were not inclined to jeopardize what they'd worked for to gamble on revolution.

Even as Communist power grew in Hungary's capital due to the entrenched bureaucracy, the labor unions proved themselves to be a source of Democratic troublemakers in Hungary, as well. While there was no unifying force as with Solidarity, many trade unionists began to self-organize and reject the official state-run unions in favor of new approaches to work.

Eastern Europe is not the only battleground in 1989. Following the death of former General Secretary Hu Yaobang, student protesters begin to gather in the square in front of the Great Hall of the People. Tensions rise during the official memorial service when three student representatives, bearing a petition for reform, kneel on the Great Hall's steps and demand to deliver the petition personally to the premier, Li Peng. With a throng of students looking on, Li Peng refuses to meet the representatives. Angered by this act of official apathy, Chinese students begin boycotting classes in favor of assembling in the square.

From the foundation of the German Democratic Republic in 1949 through the construction of the Berlin Wall in 1961, about 20% of the East German population left the country, most of them through West Berlin. Many of the emigrants were students, intellectuals and young workers, leaving behind an aging population. Even after the Wall went up, Germans continued to attempt to escape - by climbing, running, digging tunnels, and even by homemade air balloon. The border guards, known as the Green Troops, had shoot-to-kill orders, and an estimated 200 people were killed trying to cross to the West. To many, the Wall remains an enduring symbol of the "Iron Curtain" separating the Communist and Democratic worlds.

Of all of the methods of protest chosen by the revolutionaries of 1989, the general strike was considered the riskiest, both to the regime and to the movements themselves. A strike was a test, a gauge of worker support for the aims of the democratic revolution. Often the opposition leadership was leery to call them. A poor showing of participation risked revealing that the revolution was limited to the intelligentsia and the students - that the workers still supported the regime. For the Communists, already facing economies in crisis, a strike broadly supported for an extended period was an existential threat and belied their claim to be the vanguard of the working class.

Perestroika was the name for Gorbachev's domestic reform policies. The goal was to make socialism more efficient, though the nature of these policies changed over time. Its central components were decentralization, replacement of corrupt bureaucrats and plant managers, and implementation of very limited market reforms grafted onto the socialist system. Some of the Eastern European Communists gave lip service to Perestroika. Ceaucescu of Romania and Honecker of East Germany were openly hostile to it. In any case, no meaningful reforms were made as a result.

Inspired by Perestroika, the long-standing General Secretary of the Bulgarian Communist Party, Todor Zhivkov, introduced a grand program of reforms to the Bulgarian economy. Called "The July Concept", on paper it went further than Perestroika in terms of allowing privatization of small firms and public-private partnerships. While it was popular among many in Bulgaria, the official Soviet press criticized it for going "too far, too fast", while in later ages Western historians would claim that it was little more than an attempt to gain favor with Moscow by imitating Gorbachev.
