The Polish government's gamble had paid off. In the early months of the year, the pro-democracy elements in Poland lost out to the influence of the Polish Writers' Union and its charismatic leader, known by their pen name of "EccoRaven," and their fervent arguments in favor of the post-Stalinist "reform communism" agenda favored by the USSR. When the peasant parties threatened a general strike unless measures were taken to stabilize the country, the reformists within the government were forced to withdraw their opposition and allow the hardliners to crack down. Loyal cadres of police began to push back against the peaceful marches of the Democrats, and within a week the popular support for Solidarity lessened as would-be rebels retreated to their homes. The hardliners' victory, however, was not total. Despite the immediate lessening of tension after the power struggle, there seemed to be just as many pro-Democracy arguments as before. A strike was a test, a gauge of worker support for the aims of the democratic revolution. Often the opposition leadership was leery to call them. Perestroika was the name for Gorbachev's domestic reform policies. The goal was to make socialism more efficient, though the nature of these policies changed over time. Its central components were decentralization, replacement of corrupt bureaucrats and plant managers, and implementation of very limited market reforms grafted onto the socialist system. Some of the Eastern European Communists gave lip service to Perestroika. Ceaucescu of Romania and Honecker of East Germany were openly hostile to it.
