I always figured it's because they're done by old rear end computers with green only text that only write in caps. Like I always pictures those messages being generated on a computer that looks like this  which is probably true, or is kept all caps for some weird legacy reason.

The federal government loves all caps communiques. Its not just the weather alerts. Look up anything ever released on a military website and its the same, probably same with like the state department etc but ive never cared to look there. I think they think it makes it look official yet mechanical, or maybe its a holdover from the telegram/Arpanet days or something.

it's because some podunk rear end places still have lovely old computers or terminals or whatever so they have to do all caps still also maybe something about text to speech but i'm half remembering both of these things so i say we go with 'because people don't care if it isn't in all caps'
