Things like the Iraq armor are only useful for terrorizing undefended civilians and not winning a actual shooting war. The kurd peshmerga have threadbare equipment but make it for by being incredibility motivated soldiers who don't quit.

Iraq army is corrupt as gently caress. More than 50% of their soldiers didn't actually exist. So they would say Hey I have a 150 man sized company give me paychecks for all 150 of them. Of course 75 of them didn't actually exist. Or more. There were entire ghost companies of troops that straight up didn't exist save for the commander and 5 or 6 other guys all taking paychecks for 150 people.
