Now the Swimming Fed is drawing attention. There probably isn't a single Russian based elite athlete that isn't on a program since there is effectively no doping control.

There was no way they'd get the ban overturned after this report came out. Not when you have customs officials opening sealed samples, security services stopping testers getting to events and athletes literally running away from them.
