If you accept it as meaningful you're already accepting the opinion of the researchers. Their opinion is that the adjusted value is more meaningful, the reason why is that the measured response variables in the population of each country show that the countries are unequal to different degrees (or in other words has a different variance). A really simple example would be imagine two populations, in one everyone lives to be 70 years old and in the other most people live to be 60 and some live to be 90. If you naively try to express this information with a single number than the second country might come across as looking better, even when most people in it don't live as long as they do in the first country. The rich in America not only take from a bigger pie but they have more slices of it. The adjustment takes information like that into account.
