It is reasonable both ways though (people getting promotions posthumously happens a lot,) which makes it strange. Especially since Shepard did save the Citadel and whatnot.

Well yeah, that definitely keeps the promotion from happening. But it took time for them to put Shepard back together.

Of course they probably just listed Shepard MIA to keep moral issues from cropping up.
