My grandma does this, and watches over your shoulder making sure you open it without tearing the paper. She eventually started handing out letter openers so you could more cleanly cut the tape. I'm pretty sure she has been using the same paper for the past 20+ years. When you get her presents she goes through the same process and saves that too. If you have the audacity to throw it away you will likely find her fishing it out of the trash later when she thinks nobody's looking.

My sister does this, but she doesn't re-use it. She folds it up neatly and, I don't know, gives it some kind of wrapping paper burial, I guess. I give her presents in the plastic shopping bag it came in.

im not cheap enough to re-use tissue paper but i totally toss like 3 of the folding gift bag things under my bed then dig them out when it comes time to think of which 3 people do i owe enough favors to that i have to give them a gift
