What exactly would be the empirical evidence here? By definition people don't exactly keep records of piracy.

You could point out how a lot of people involving in licensing and officially subbing anime in the late 90/searly 2000s got their start fansubbing VHS's, or the late 80s-mid 90s vhs trading culture, but those'd be easy to dismiss as anecdotal evidence too. You can't really say that it's the sole reason or anything, but at the same time it's hard to deny that it helped create a market. Basically none of that stuff had an official release, but people were still aware of it.
