Actually this sort of ending would allow for a do-over with new people. The actions taken during the second convention would null because a final vote on ratification of everything wasn't held. The people who didn't show up could be said to have been killed, were pulled back by the governor, or outright refused to return to the convention. The people who did show up could stay or leave at the OP's discretion. And it's a mock Russia Time article so of course it'll have gotten a lot of details factually incorrect for the sake of spin. No Muslim shooting up a school, no drone attack, etc.

I think it might be easier if we all came in with secret agendas, and OP could have our patrons/special interests go this way or that. IE, tell us we need to push more for x issue. Well it is an effective learning experience. Here are some takeaways. At the start of the game: 1) make the scenario very clear at the start of the game. 2) the people who want to be a delegate or alternate should inform the OP how they plan to play things at the start as a delegate or an alternate. 3) the OP will tell delegates and alternates if something's incompatible with the will of the voting blocks, the people in power there, if certain things cross the line, etc. The delegates and alternates will make changes accordingly until they can reach an agreement with the OP. When voting: 1) only the speaker can call a vote. 2) only the speaker can make certify the vote and make official vote results public. 3) instead of voting on streamlining things article by article just have that be an up or down vote at the start. Delegates: 1) who don't post or vote for one week can get a warning, downgraded to alternate, or booted out at the speakers discretion. Alternates: 1) need to participate at least once a week even though they can't vote. 2) If there are more alternates than delegates they can participate as citizens, members of the media, pundits, other government officials, etc. But if they want to stay an alternate they have to post content. 3) If there are less alternates then delegates then have a plan in place to decide which alternate gets to be the new delegate. This could be a lotto between people interested in that state, or a lotto between all alternates.
