I do not know what to call it, and the dozens of things I've google looking for a solution don't seem to point me anywhere useful or even what it's called or caused by. Basically during video playback, sometimes I get these RGB spots in areas of movement. It seems to come and go sometimes, with no pattern I can see to it. Restarting or messing with drivers doesn't seem to have an effect. Yesterday I was watching videos fine, but today they all have this annoying effect going on. It actually even happens if I scroll quickly on an image. The blurs don't show up in screenshots and disappear when paused or anything. Is my graphics card slowly eating itself or something? I sometimes smell a vaguely plasticy smell, but don't see anything burning or melting in there. It's not hot in my room, and I haven't observed this effect during any games. I'd use http://www.wagnardmobile.com/?q=display-driver-uninstaller-ddu- to uninstall GPU drivers and then install the latest ones. Video playback using everything or just certain programs/sites? Also, check GPU temperature using: https://www.techpowerup.com/gpuz/

It seems to be everything. Installed Elder Scrolls Legends earlier and it did the effect during the cut scenes or when stuff moved or jittered fast. Seems to even happen on some people's avatars, or even the video thumbnail if I scroll. I'll check after trying the solutions you posted.

Yeah, did the fresh install of drivers and it did nothing to help. My CPU temp seems to be consistent at 40-41C. Is there a name for this effect?

Have you tried loading a live session for some Linux distro and checking if it happens in that as well? It'd at least rule out software problems.

Well, for what it's worth, it went away a week or two ago. Not after doing anything in particular, just woke up one day and i wasn't there. I'll try these solutions again if it returns.
