Paterno should have told McQueary to go to the police, in retrospect, but he could not have done it himself. The greatest responsibility lied with Curley and Schultz. Paterno simply didn't have as much power on campus as people would like to believe (because it feels better to blame Paterno for child rape than Sandusky himself).
