He was used as a comic relief villain in the late 90s and most of the 2000s. Though even then they still made him fairly threatening. But If you want to see MODOK in full silly, look for M.O.D.O.K.: Reign Delay.

The fingernails are the colorist not paying attention but the blue eyes are because that's actually the Punisher. I think I remember a few people commenting on the eyes during his team up with Luke Cage.

I knew that was the Punisher, I just didn't know the method that was used to turn him black (magic, surgery, etc).
