Launch the game > Options > Video Options tab > Scroll down, there are drop-down menus for number of corpses and number of ragdolls.

I had ragdolls and corpses mixed up. Turns out I had ragdolls on unlimited the whole time. I'm a dumbass. EDIT: Having screwed around as a pubbie, I don't think we need a target practice map. Reload faster, move faster, shoot more accurately; the default level doesn't make it ridiculous but it gives them a purpose beyond looking fabulous.

For the record, the majority of servers and events don't have buffs enabled. The SA Sunday line battle is the only event I know that has them on. That said, if you're playing a siege on attackers and your team seems a little hesitant to actually march through that breach then picking up a flag and running through usually spurs them to action.
