I just wanted a snappy response, ofc I don't want to imply that I think all child abusers are blameless victims of circumstance. I very much believe that some people do it consciously and maliciously. there's just a middle ground between "lock these people up forever in a place where they'll probably be murdered for what they did" and "let them go free because they're not responsible" I think that society has a (completely understandable) reaction of horror and anger towards these people, but many of them can't control what they do. acknowledging this fact however, would force society to acknowledge that other people in prison may also need help, which would involve reconsidering the notion of "all people in prison must be criminals, otherwise they wouldn't be in prison"
