Death penalty? Every country in Europe except for Belarus has abolished it, also most states in the Americas except for the USA. I think I recall Japan having capital punishment on the books, but that they haven't executed anybody for a long time. Most of the other red states are prime candidates for the death penalty club.

Just a correction: Japan does still hang one or two murderers every year.

edit: Actually my hunch was off. The number is more than that. 3 people were hanged last year and eight in 2013.

I'm going to second this, and guess that blue = abolished, green probably = abolished for everything except a couple of special cases like spying or treason, and red = still active and practiced. Not sure about orange though, maybe 'exists but isn't used', but I can't imagine some of those countries not using it if given the chance. Maybe swap green and orange.

I would imagine this is right. Orange probably means "has it but doesn't do it" and I'm not sure what green is.

edit: Yep. Green is "Abolished for all crimes except under exceptional/special circumstances (such as crimes committed in wartime)"

Japan still practices capital punishment fairly regularly. The last person they executed was just a couple months ago.
