I've been feeding this fluffy cat in my backyard for a month now. At first I thought it was a stray because it used to bolt away and jump over the fence if I opened the door to my backyard. But the past two days it's been cool with me standing very close to it. Still can't pet it though. But when I see it up close the cat looks way too clean to be living outdoors. I'm wondering if the owner just lets it hang out outside. Some days the cat will eat all the food and others it just takes a few bites and drinks a little water. I see it in my backyard (roaming around, pooping too) in the mornings and even at like 2am. I don't know anything about cats, but shouldn't it have a collar or something?

I'm not saying the owners aren't lovely, I'm just saying it's clearly well fed and the coat is fluffy and brushed and you probably shouldn't feed cats that wander around anyway. Waters and pets are all good but you'll make the cat overfed from eating at home and at your place, break it's instinctive need to be at its original home where food is, and potentially mess up some other diet the unobservent owners think they're providing.

So it's okay to leave out water? I put out a fresh bowl every morning. How should I stop the food? Best to just cut it off or just reduce the amount every day gradually.

Cut off. Looking at that vid there's almost no chance you're the only one feeding that guy. If you really wanted to do something for him, find out where he lives with signs or something and either encourage the owners to collar him with contact info or keep him in. Give them collars, even. But really, do what you want, people do worse things for wandering animals. You're also at risk of raccoons and stuff if you're leaving food out.

This is Addison, who was half Maine Coon and weighed about 16-lbs. We acquired him from my brother-in-law back in 1992, right after we bought our house. He's about 5-YO in this photo. Addison was one hell of a character, and one of the smartest cats I've ever known. Like all of our cats at the time, he was free to roam outdoors; but unlike any others, would occasionally be gone over-night. He would throw break-away collars within an hour or so; I could not keep one on him. I found him dead under a tree in a neighbor's yard in 1994, without a mark on him; he had a heart murmur, and the vet believed that this finally did him in. After he died, I found out from several neighbors (who sorely missed him) that he would wander into their homes and eat their cat's (or dog's) food. The SOB was working the neighborhood for food. How can you mess up some diet provided by an unobservant owner? That's a direct contradiction in terms. Besides that, cats are masters at pinpointing food and pets with expert precision, especially when they're allowed outdoors. That animal's going to find it no matter what OP does, they're not magically exacerbating the problem-- the only thing they're doing is giving the cat a safe snacking area, which is preferable to a variety of other options. Cat's at a perfectly healthy weight from what I saw, anyway, the coat adds a lot of 'girth' that isn't really there. I mean, don't freefeed the cat in excess, but it's probably fine. The only worthwhile warning here that isn't needless handwringing is 'also, raccoons.' But then you'd get to showcase adorable raccoon videos for the thread as a whole, so there's a silver lining there. Also, re: collars, there are laws on the books in several states that state that owners can get fined for failing to have collars/tags on animals allowed to roam outside. Some are more strict than others. Per example, my 100% indoor cat that I brought with me to CA was the reason I got my tax refund withheld (when CA was still offering those) because I did not (read: kept forgetting to) get him registered tags while I was there. My home state, WI, will - if they discover you let your cat outdoors without a collar - continue to smack you with fines until-- IDK. I'd have to check.
