It was on one of those shareware CDs. It ran in DOS, possibly Win3.1. I think it started with you wrecking on a desert island. The one thing I remember for sure was a tribal chieftain you talked to who had a big blue bong (described as "A REALLY GROOVY BONG") and if you tried to use it the game said "PARTY ON YOUR OWN TIME". Anyone?
