I'm pretty sure that's a factory job, so it's not surplus in any way.

He was referring to a particularly -worthy sporterized garand that had a scope mounted in the traditional place. ie right above the ejection/loading port (whatever it's called on the garand)

Yes, they go up and to the right and should clear the scope. The clip goes straight up though.

Meh, if it's in there permanently, topping off the magazine is no different from doing the same on a bolt action. It's probably one of those 2- or 5-round hunter clips, too.

Now that's what I was thinking was the case, as that seems the only option outside a removable scope mount like I posted earlier.
