Just to expand on this, most artists won't do your hands/ neck/throat unless you're already very heavily tattooed. It's almost like a rite of passage to get to the point where someone will not only tattoo your throat but that you won't look like a power douche with a giant throat piece. There used to be a point in time where only the most dedicated tattoo collectors would get their throats done, and only after they were completely out of space otherwise. Nowadays every 19 year old that plays bass in a melodic crabcore band has a throatpiece.
