Because he wanted to seem like a man of the people, a humble leader of the Jamahiriya, rather than 'overlord for life.'

I did a research paper on Qaddafi last year. It's loving crazy how fast he's gone from "rock-solid dictatorship with only minor grumblings" to "oh poo poo BOMB EVERYTHING"

Yknow, that bit by Robin Williams was all I knew of Gaddafi until last year when I did a research paper on him. It's really weird to think of just how long this crazy bastard's been in power with relatively few shakeups until now.
