There's a vast difference in polish between "unlocked", "barely working in concept" and "actually passes QA and ready to be put on all disks" - as Ninja mentioned theres likely a lot of testing and bugfixing necessary just to get it past the potential "will lock your game or render the savefile unwinnable" issues. And i'm certain there were about four dozen more important issues to spend a theoretical '2 more weeks' on when trying to get a game out the door under a looming deadline. :/

It's feasible to us (the people who know what a 'mod' actually is) and we love the unlocked unpolished features, but i can totally understand why they wouldn't include/expose them in the final release.

I tried to call a vtol delivery from the phone with the workaround active, and it just never showed up, so presumably, yes.

It probably does awful things to missions with scripted helicopter sequences.

Yeah, i've had a few inconsistencies with various transitions from random timezones to another - presumably some subset of TOD parameters isn't correctly or at all updated, mostly with more exotic environment effects (like mars sandstorm) or bloom.
