Yeah I checked. The UESP page says that the USKP is the culprit behind him getting tossed in jail. Sounds like another one of Arthmoor's ~*lore-friendly fixes*~.

Haha. Is someone going to make an Unofficial Skyrim Patch Patch, like what happened with NWN2 (Plot Fixes Fixes, to undo the original guy's weirdass plot changes)?

Generally, he doesn't just change things like that arbitrarily to fit his ~lore~ in the patch without some real reason. It's probably because there's a script in the CK to send the character to jail that's not functioning or something like that.

Basically there were AI packages there to make it happen, but they had bad conditions. IIRC he also stays out there 24/7 without the patch. Sorry but this was a legit fix.

Yeah I kind of suspected. It was listed in the bugs section of Heimskr's page in the UESP. Funny though, he still preaches as if he were outside.

Heimskr does strike me as the kind of guy who would keep on insanely preaching even when he's in jail, and would have to be physically bound and gagged to stop.
