My girlfriend is having the exact same problem on her brand new laptop (windows 8.1). She is overseas so I can't hands-on it, but my first thought was going to be the craptastic Mcafee bullshit thats installed on there.

But reading this now, maybe its just something that chrome has hosed up?

Her laptop has a 5400 rpm drive I think, but no way that would cause new tabs to hang for 5 - 10 seconds.
