Because it doesn't add anything desirable to the gameplay outside of realism, and the issues it causes are normally solved by short lifespans in combat to respawn with full ammunition again anyway. No one wants to have to press a button to spend 5 minutes unloading 10 mostly spent magazines to condense them into 3, so game developers just take what already works.
