Subject: Earmarking for Cornucopia Armament Deal

Greetings, Mr. Ignatov. Councilor Samolety is occupied at the moment with previous engagements, but our office still wanted to let you know in advance that the UN is about to make an investment in the Cornucopia ordnance factories, so your government can provide the matching payment that we agreed upon our deal.

The UN will invest 5 billion euro on the production of ordnance, by the 21st of January 2037. If for some reason the Federation is unable to come up with the matching payment by that date, please let us know so both our offices can come up with a mutually satisfactory alternative.

Aside from that, I hope we can have a respectful and productive relationship, between our respective organizations diplomatic offices.

Edit: I was looking at past updates and... did we ever say to the Feds that we agreed to this deal and signed up on it?

poo poo, I read Gnooble's post three times and missed that I had something to do. Go with what Kal-L said, it is good. I'm busy right now but I'll read the update and take care of anything I need to do in a couple hours.

UNIN will gladly detach UNS Sulu and UNS Midway to assist in Federation operations with regard to the MIND in your systems. However, we will need to discuss pertinent details with you regarding command and control protocols. We defer to the UN-FEAN Mutual Defense Agreement as the basis for these details, but wish to be fully clear.

The UN senior officer on site is CMDR Jesenjin. In the absence of Federation warships until your Vishnu destroyers arrive, he would defer to Federation Kapitans and higher on board your Jump and Survey craft, but we would ask that he assume command in the event of hostile action so long as solely UN warships are present due to his greater experience with our combat capability. Standard cooperative comms protocols to be used as per the MDA.

Re: Thebes Exploration

Mr. Deputy,

I have been asked to speak with you in regard to your proposal for immediate survey work in the systems beyond Hakahaka. Unfortunately, both UNS Shambhala and UNS Cibola, along with their escorts, are in dire need of servicing and overhaul by our maintenance facilities in the Solar System. Both ships have been continuously deployed for nearly 26 months and the gravitational sensor on UNS Cibola is currently non functional. We thus regret to inform you that any scouting beyond the systems already mapped will be impossible at the present time, but will be resumed when survey ships are once again available.

ATTENTION UNIEB

We once again request payment of funds to Cornucopia for the Ordnance Deal. In addition, BuShips will not need the gravitational sensors slated for construction for almost 3 months, so we recommend moving the Lyell Jump Drives up to just before the Geo Sensor order, thus allowing the most rapid delivery of parts for the Lyell Project.

I checked and Cibola and Shambhala have been designed with a service life of 5 years. They're currently at 2.5, meaning they still have about 2.5 more years before failures start to be critical. That's more than enough to survey Thebes. Since we should be planning and launching a new surveyor class anyway, I don't think there's a need to overhaul the current El Dorado class at all. Simply run them until they start falling apart, but at that point we should already have replacement ships. On the contrary, withdrawing El Dorados now for overhaul will mean we will lose gravsurvey ability for almost a year.

I know they are missing maintenance spares but they can pick up those from the military ships stationed on the Roanoke-Hakahaka jump point. The two El Dorados don't need many parts and the fleet will hardly notice they're missing.

To reiterate - Cibola doesn't have a grav sensor - it blew up. An unlucky roll, but maintenance life is not guaranteed.

edit: Shambhala alone will take 45 days to cross the 10 billion km to even reach Thebes, and surveying by itself all 30 jump points in the system will be likely to fully expend the roughly ~40 bn km of fuel it has left as well as taking months. On the other hand - tooling for the Carl Sagan class Survey Ships is 90 days from completion, with parts ready for the tooling. We can deploy self jump capable ion survey ships within 6 months - fully capable of escorting shielded Delphis and Capetowns for scouting operations rather than relying on a single overtasked, falling apart ship which we can instead overhaul and use to exploit K2 following LABYRINTH.

Mr. Ignatov,
Thank you for the up-to-date information in regards to our diplomatic team and the situation with To Reveal the Hidden Path, Expeditiously. As Peaceful Concepts of Communion has shown no sign of returning, and our ships in the area are not in condition to track it, we will also be returning the Federation team to Sol along with many of our civilian personnel.

Regarding the join operation with UNIN, Councilor Gnooble has agreed with the FEDCENTCOM proposal and will be contacting them to discuss the specific details of the operation. UNFRAD has no objections and Councilor Gnooble will now be the primary point of contact for this operation.

Anyway, good job picking up the slack for me, Kal-L. I just completely glossed over the end of Gnooble's post as 'boring logistics stuff' and missed the UNFRAD. Consider yourself getting a pay raise.

Astrographic Survey Report of System UNTJS 012

UNTJS 012 is a single star system located 73 parsecs (239 light years) from Earth in the direction of the constellation Taurus (RA 4h 24m 14.4s, Dec 23° 45' 36"). The star is a middle-aged main sequence K2 star. Based on its spectrum, the UN Astrographic Survey estimates that the star is about ten billion years old, about halfway through its lifetime on the main sequence. The system contains only one planet.

The entry jump point from Uwazi is located 1.14 billion km from the primary at a bearing of 119°.

The sole planet in the system is UNTJS 012-A I, an extremely large gas giant 8.5 times more massive than Jupiter. The planet orbits at 42 million km from the primary, or less than three-quarters the radius of Mercury's orbit around the sun. Such extremely close orbits tend to disrupt the orbital dynamics of moon systems, and it is likely that any moons the giant once possessed have been ejected into the primary or out of the star system.

With no solid bodies, the potential development of this system is limited. If the gas giant proves to have reserves of gaseous sorium, UNTJS 012 could potentially serve as a forward refueling base. Additionally, the system may serve as a hub system in the jump network much like Uwazi or Hakahaka, but a full gravitational survey must be undertaken to determine whether this is the case.

Astrographic Survey Report of System UNTJS 013

UNTJS 013 is a single star system located 101 parsecs (330 light years) from Earth in the direction of the constellation Virgo (RA 14h 11m 46s, Dec 7° 22' 48"). The "star" is a relatively young T4-class brown dwarf. With only three percent of the mass of Sol, the object is less than one ten-thousandth as luminous.

It is likely this object formed in the vicinity of several other stars, but had its protostellar envelope blown away when one of these nearby protostars ignited. Thus stripped of the material necessary to accumulate enough mass to begin fusion (or to form any sort of planetary system), UNTJS 013 eventually became dynamically dissociated with its brethren. UN Astrographic Survey astronomers theorize that the galaxy is littered with similar brown dwarfs.

UNTJS 013 has even less prospects than UNTJS 012, having no bodies at all. However, other systems of this sort (Uwazi and Hakahaka) have proven to contain more than the average number of jump points, making them crucial crossroads in the galactic jump network.

AND NOW A UNN SPECIAL REPORT- PROTEST AND FREEDOM: AMERICA'S ROAD TO THE SECOND AMERICAN REVOLUTION

With the election of Mitt Romney in 2012, the United States started to look inwards to try and fix the slow economic recovery that had plagued it for several years. The new president wanted to take a firmer stance in regards to the Syrian situation, but found that there was little political will in the nation for yet another expedition into the Middle East. For the first couple years of the conflict, the United States minimized its role in the peacekeeping efforts. Foreign intervention in Syria was seen as the domain of Europe and other nearby allies.

Once the bullets started flying between UN and Russian forces, however, President Romney was the first to call for an immediate ceasefire and Russian withdrawal. When the Russians began to stonewall any peace overtures the US threatened to involve itself, in support of its NATO allies. While technically the fighting had been initially instigated by the UN mission to expel Russia from Syria, the public was swayed by a new propaganda blitz that portrayed the Russians as the aggressors and the UN peacekeeping mission as the legitimate humanitarian venture. The loss of the Crimean peninsula to Russia several months prior had already galvanized public opinion against Russia. Rumors that Russia was trying to re-establish its old Soviet hegemony and should it succeed, could undermine the United States and its security, further swayed many people. The media campaign also emphasized the US's place in NATO and its obligations to come to the aid of other signatories when attacked. This isn’t to say there wasn’t opposition in America to the intervention; in general support only peaked in the high fifties in most polls. Still, Romney, in an attempt to avoid the perception he was going at it alone, managed to secure enough congressional support to deploy soldiers to the region without having to utilize executive privilege.

In Syria, US forces were initially mobilized in a highly visible fashion in an attempt to encourage the Russians to back down, with small formations of units from various US military bases in Europe being deployed. Meanwhile the Mediterranean and Red Sea carrier fleets were positioned closer as well to bolster the show of force. The Russians made no signs of surrender or withdrawal, and further threatened to disrupt Middle Eastern oil shipments, as well as cut off its own oil and gas shipments to Europe, unless the UN retreated back to the cordon.

With a major conflict between the two superpowers looking more and more likely, the situation was thrown into disarray when President Romney was assassinated on November 13, 2014. A Syrian loyalist, using a surface-to-air missile smuggled into the states, shot down Air Force One, killing the president and several top advisers. Acting quickly, President Newt Gingrich managed to spin the assassination by placing the blame for it’s funding and planning on Russian intelligence. The amount of involvement Russia had in the attack though is still unknown even to this day. An enormous multi-branch combat force was deployed to the Middle East and landed behind the UN cordon in Syria on Christmas Day and began heading for the interior to support the UN forces already present along the Euphrates. Meanwhile, more US and NATO forces were deployed to Eastern Europe along the border with Russia. Gingrich made clear that no NATO forces would be deployed against targets in Russia so long as the Russians stayed on their side of the border in Europe as well. All fighting would be therefore limited to the Middle East and the Caucasus, much to the dismay of the people living in those regions.

The “War” started on June 3rd, 2015, and concluded January 16th the following year. More than one hundred fifty thousand Americans would lose their lives, along with millions of civilians in the Middle East. Between heavy conventional combat throughout the region and the nuclear bombardments in the Levant, to say nothing of the actual nuclear exchange between Israel and Iran, the United States Army and Marine Corp lost a significant portion of their veteran fighting groups. More significantly though, a large contingent of National Guard troops and reservists who’d been called in to fill ranks also suffered high rates of casualties. “World War Three”, passed World War One as the third most deadly war in United States history. European casualties were much worse, as most of the fighting in Syria proper had been shouldered by NATO’s European members. While casualties suffered by Russia, China, Iran and other nations opposed to the UN were significantly higher, with PLA casualties estimated to be more than half a million, and Iran losing more than a million civilians, the effect this war had on American morale cannot be understated. The sheer intensity in such a short amount of time, combine with the deployment of nuclear weapons left millions in America shocked and appalled. So many fighting men and women lost their lives in yet another conflict that seemed to accomplish so little. Approval ratings for President Gingrich dipped significantly. It was no surprise when he announced that he would not seek re-election in 2016.

The election of 2016 itself would be the first step in the Second Revolution though. Because of the devastation in the Middle East, the global oil market experienced significant shocks. The United States itself was somewhat insulated from the actual increase in oil prices as America and Canada had been making significant progress in improving their domestic oil outputs ;by 2014, the US had once again become the world’s largest oil producer. Across the world though, especially in the European and Asian markets, a significant energy crisis developed, plunging those regions into heavy recession and eventually, outright depression. This had a cascade effect that rippled towards America, with so many foreign markets experiencing contractions, American companies lost billions. Concurrently, with fewer foreign producers, shortages of many goods caused prices to rise, a pattern which already had been in effect when the US and China cut off trade with one another during the war. By the November 2016 the United States had fallen into its worst economic depression in history, with unemployment reaching 35% on average, with highs of 50% in several regions.

The political system in America experienced significant fragmentation at the onset of the Second Depression. The Republican Party was the first to feel this. On March 15th, 2016, several dozen Republican Congressmen and multiple senators staged a walkout in the capital and announced to a stunned United States that they’d be forming a new third party with the TEA Party. It should be noted that until this time the TEA Party movement had existed broadly as a pressure group designed to influence the platform of the Republican Party and get it to embrace more polarizing views on politics, including some contradictory stances on the size and scope of government. The movement enjoyed a large measure of success in forcing out many more moderate Republicans with far right candidates. In response to this though, the surviving Republicans began to double down and tried to shift the parties’ direction back towards a more moderate center. What truly caused the split though was an announcement from the chairman of the GOP that, after a contentious vote, the party would support some limited measures of retaining Obamacare in order to help the now millions of jobless Americans find affordable healthcare. Claiming that “The efforts of these socialist disguised as Republicans to propagate big government in order to steal the wealth of hardworking Americans has left us honest patriots no choice but to separate ourselves and renew our efforts to restore America to its proper course!” The official TEA Party was formed. By the time of the presidential election, more than three quarters of Republican congressmen and senators had switched affiliations to the TEA Party, with numerous wins on the state level as well thanks to a massive surge of disgruntled voters.

While this schism within the Republican party seemed to all but ensure victory for the Democrats, this was quickly proven untrue, when, during the hotly contentious Democratic primary, several strong, but ideologically different candidates emerged with no clear winner. On one side was a broad coalition of liberals lead by Senator Elizabeth Warren who wanted to tackle the growing Depression by initiating a “Second New Deal”, which would create broad social safety nets and work towards a greater amount of wealth redistribution in America through higher taxes on corporations and multimillionaires. On the other side, was Hilary Clinton, with the more traditional establishment Democrats. This group advocated a more moderate approach with social and economic reform including approaches that were friendlier to business. While normally such differences would be compromised over and negotiated within the party, the split in the Republican’s caused many progressives and more left-wing elements to see this as the opportunity to reform the Democrats into a more liberal image. However traditionalists in the party worried that such a shift would alienate voters in more conservative areas, and so began to campaign heavily against Warren’s coalition. What would have been a simple nomination process turned into a bitter three month ideological debate between various groups and coalitions that played out in the court of public opinion. To the average American, the Democrats looked as fractured and ideologically opposed to themselves as the Republicans were less than a year ago. The more moderate wing of the party was helped by huge contributions from several large businesses and wall-street investment firms, with the Koch Brothers also contributing heavily, mainly to continue to divide the Democrats. Disgusted with this apparent display of fealty to big business and Wall-Street, Warren and he group walked out of the Democratic debates and formed their own party, The New American Progressive Party. This group managed to quickly attract a groundswell of support from the Pacific Northwest and parts of the North East, attracting huge swaths of the youth vote in particular. The party also gained significant credibility among liberal voters when Senator Bernie Sanders was selected as the party’s presidential candidate.

With these splits, the 2016 presidential election proved to be one of the most bitterly divided elections in U.S history. No party secured more than thirty six percent of the popular vote and none acquired the necessary 270 electoral votes to take the White House. Per electoral law, the vote went to the House to decide who the next president would be, the first time this electoral procedure needed to be used since 1824. Under the rules of the selection process, each state delegation received one vote to cast for their nominee of choice. The TEA Party, because of the strategy of focusing on the larger numbers of rural and less populace states, combine with the mass defections that took place earlier in the year; managed to carve out an electoral victory with only 31% of the popular vote.

Washington, already non-harmonious in its typical inaction, quickly ground to a halt, as the four parties bickered over what to do next. One of the few bills that received enough quad-partisan support to barely pass, as it was almost unanimously opposed by the Progressives and most Democrats; was HR 2780, the Emergency Oil Relief Act. This bill opened large swaths of Federal Land, including protected arctic reserves in Alaska for drilling. It also gave additional tax breaks to oil and gas companies. Public opinion of the bill was overwhelmingly negative, with many seeing it as a golden parachute for big oil, which had been making record profits despite the Depression. When the more popular HR 2980, a massive jobs bill which would have seen billions invested in infrastructure, creating new jobs, was defeated by Republican and TEA congressmen, a poll saw congress’s approval drop to a record low of 4%. The straw though broke the camels back though was HR 2988, the Financial Solidification Act, which saw the government hand over billions to various banks and investment firms to provide a safety net to keep them operational should the Depression worsen and their investments dry up. While it was billed as a proactive measure to ensure some of America’s largest financial institutions wouldn't go under should the situation worsen, to many Americans it looked as though Washington was just repeating what it had done during the 2008 Financial Recession. All four parties suffered for this bill, Democrats were seen as cozying up to special interests, the Progressives were lambasted for not doing more, the Republicans were seen as being in collusion with Big Government, and TEA Party members were seen as betraying their constituency.

Frustrated, Americans took to the street to protest. In cities all across America, hundreds of thousands crowded outside city halls and called on their government to take more action in providing relief for the average American. In New York, the Occupy Movement returned, though this time it coordinated heavily with the Progressive Party to provide some direction and to hammer out a series of broad points it could agree to, mainly in order to avoid the disintegration of support that happened in their previous rallies. Young adults in the 18-24 range in particular turned out in support, as well as various minority groups. Both had been hit heavily by the recession, with both facing near seventy percent unemployment.
Despite their setbacks, it was the TEA party that managed to rally the quickest. Calling for the ousting of its members who voted for HR 2988, the movement managed to reinvigorate its self for midterm elections which saw the party actually gain more seats, as well as ousting most of its previous members in an unceremonious manner that was little more than an ideological purge. With Republicans and Democrats clawing at each other for the few surviving moderate seats, and the Progressives snapping up several more formerly “safe” democratic seats, by 2018 the TEA Party was now in firm control of the House, possessing a little more than 40% of the seats. In addition, the party secured multiple gubernatorial elections. The Senate was more fractured, but between the defections, and support from several Republican and Democratic senators who opted to caucus with the TEA senators, mainly in an attempt to save their own seats in the more conservative states, the TEA party now controlled politics in America.
Right away, the TEA Party began to institute multiple “reforms” that had long been advocated under their platform. Spending was slashed across the board. Infrastructure, research and technology, healthcare, food stamps, and a myriad of other programs were either canceled entirely or cut to the bare bones. Social Security and Medicare were modified, while they would still be funded to cover people already receiving benefits or who would be receiving benefits soon, younger generations would have difficulties accessing these programs later on, and eventually laws were passed with plans to phase out the two entirely once the generations already receiving benefits passed, with the TEA Party claiming that” We can look out for ourselves and for each other. We don't need or want the government to do it for us. We have seen where the "big government" approach takes us: impossible promises and a future mortgaged beyond the lifetimes of our children's children. Doing the right thing isn't always easy, but it's always right. The real solution is fiscal discipline and entitlement reform and ensuring the next generation learns lessons about financial independence and making their own way in the world!”

One of the few popular measures the party initiated was the abolition of the TSA and a very public censure of the NSA.

Surprisingly, despite campaigning on reducing spending, the military’s budget was more or less left alone, apart from cuts to the VA system, mostly due to concerns over the threat of Russia and China cooperating together, a situation colloquially known as the “unholy union between the dragon and the bear”. Furthermore; despite the censure, NSA assets were continually deployed in America, reportedly to target “homegrown Muslim extremists”, but was criticized for being mainly used on opponents and outspoken individuals against the government. Finally, the U.S Mexico border was closed, and several military units were sent to patrol the region, while Federal investigative assets were deployed throughout America to try and root out “illegals.” It is estimated in two years, more than five million people were detained and sent to Mexico, many of them families and individuals who’d been living in America for years and had roots thrown down. The more recent migrant population was still rather fluid and mostly managed to evade capture.

With all these cuts to spending, in addition to a much more strict policy sent to the Federal Reserve to not print more money, the US economy sunk further into the Depression as various programs which had helped prop up the economy were left to languish and many projects were cancelled. The support programs which assisted many in maintaining a basic standard of living were gone, millions were left without means to feed themselves or even find housing or healthcare. The new monetary policies sent the value of the dollar plummeting, further damaging the world economy. By 2020, despite instability in the European economy; the Euro replaced the US dollar as the de-facto world trade currency.

To add to this cascade, various state government dominated by the TEA party began to propose constitutional amendments to push a stronger socially conservative agenda on the rest of America. Under Article 5 of the United State’s Constitution, various amendments could be added to the Constitution, but only with the consent of 3/4th of the states in the Union (though there are exceptions to that). Using the rules of Article 5, 34 state legislatures filed for a Constitutional Convention. Despite having won control of multiple state legislatures, the requisite number of delegates was only just achieved. (FOR MORE INFORMATION, PLEASE SEE 2020 ATLANTA CONSTITUTIONAL CONVENTION).

Out of the convention came a series of broadly proposed Amendments which sought to, among other things, ban same-sex marriage in America, criminalize abortion and place tighter controls on voter registration. In addition, several clauses were added to officially define corporations as persons, with multiple protections afforded to them. The general perception of these measures was that the government was rolling back the rights many had fought for years to try and achieve. It didn’t help when redistricting occurred after the 2020 Census; a record number of districts were gerrymandered in order to secure more TEA party support. As a result, despite plummeting numbers in the polls, the TEA party looked as though they would actually gain seats in the upcoming election.

In the face of these sweeping changes which seemingly threatened the economic security and political freedoms of Americans, millions once again took to the street in protest. In New York City, the Occupy Movement made a showing as thousands camped out outside the New York stock exchange as well as inside Central Park. With the revived Occupy Movement springing up in New York and other parts of the country, protest groups began re-establishing camps in city parks across America. Occupy and other support groups began to spread like wildfire, especially in many of the West Coast cities. Smaller, but no less dedicated groups also appeared in more traditionally conservative cities. With massive amounts of unemployment, many of these protesters had nowhere to go and so doubled down on their commitment to the cause. People who were facing disenfranchisement in light of the moralistic amendment proposed also came out in record numbers as well.

The situation made little headway for several months, the protesters refused to leave their camps, and city governments all across America were starting to feel overwhelmed with the burden the camps were placing on their cities. Crime was high near these locations and combine with the general civil unrest that emerged following the Depression, America was facing an epidemic crime wave that was unrivaled by any period of time in American history, including the drug crisis of the 1980’s. Finally, four months into the protests, a coalition of mayors and city councils across America decided to crack down on the camps in their cities. A broad ultimatum was announced, people would have 48 hours to vacate the camps or be forcibly removed and charged with unlawful occupation and disturbing the peace. This order was widely ignored by most protesters, and when officers first arrived to try and force people to vacate, they were woefully outnumbered and ill-equipped to disperse the crowds.

This was when most cities decided to deploy riot police.

Riot police had been used before to break up Occupy camps in the past, but while the movement was in favor of non-violence, an increasing consensus among protesters shifted towards self-defense when it came to preserving their camps and their movement. So when riot police came to break up the camps, they were shocked to find that many protesters stood by their buildings and held their ground. The protesters rigged up crude bicycle powered fans to try and disperse tear gas lobbed into the camps, and some used damp cloth and swim goggles to cover their faces. In Detroit protesters attempted to use crude shields made from scrap metal and wood doors to try and form a phalanx against the riot police, but their tools were hardly effective against the modern police apparatus. At least thirteen deaths were reported in across several cities in this initial removal effort, with many more injured. While multiple camps were torn down and thousands were arrested, the movements survived and in most cities brand new camps sprung up in new areas or on the old sites after police left.

With groups doubling down, many mayors felt they had no choice but to deploy their most potent law enforcement assets. Sadly, due to the growing militarization of the police forces in the United States since the beginning of the War on Terror in 2001, the response to resistance by protest groups came down hard. SWAT units, along with military style APCs were deployed in droves to try and force protesters out of their camps. Surveillance drones and powerful information gathering computer programs were also used to try and gather more information on the movements of various protest leaders and other agitators. In a particularly infamous incident, several L.A.P.D SWAT officers opened fire on a group who refused to leave, killing fifteen. The group was later revealed to have been mostly comprised of veterans and their families. While the officer’s claimed that they saw several in the group brandishing weapons, official inquiries and footage taken at the scene showed the group was fully cooperating with officers. This incident spiraled out of control and saw large scale riots erupt across LA. In the social media sphere, news of the killings spread like wildfire and throughout California, similar riots began to occur in most of the major cities. Three days later, seventeen major cities in America were experiencing similar measures of civil unrest, with riots, larger protests, marches and demonstrations now occurring in all fifty states. Fifteen states called up their national guards and in several cities martial law was declared to try and stem the chaos.

Many TEA party controlled local governments began to worry about the rising level of unrest prevailing across the country. With the protest movement growing in strength every day, it became readily apparent that the efforts of police forces and even the National Guard wouldn’t be enough to clamp down. In response, the Federal Government announced that under a provision of the Patriot Act “Various discontents threatening the safety and stability of America will be captured and prosecuted as terrorists and face the full penalty for bringing harm to this nation.” Federal law enforcement assets as well as special operations groups were sent across the nation. More than four hundred protest leaders were arrested in the August Raids as they became known; at least two dozen were killed in arrest attempts. Many were quietly sent to Guantanamo Bay or other federal holding locations. Reports of several leaders being subject to extraordinary rendition are still being investigated to this day.

In spite of this clamp down, many in the movement saw this as the time to march on Washington to protest the government's response to the economic crisis and its handling of the protests. Even with movement restricted in some cities, many tried to muster out to Washington for the protest. Bus stations were flooded with people attempting to make the trek and convoys of carpoolers were made their way across the nation. While the Depression and wide scale unemployment made this journey arduous for most, many still saw this as the last chance to try and send a message to Washington. Several millionaires and billionaires who were sympathetic to the cause also donated large amounts of money to assist in the transportation effort. Social media also allowed better coordination between groups arraigning transport to Washington D.C. All told, around ten million people arrived in D.C.

After a week of rallies and speeches, the protesters issued a message which shocked leaders in nation’s capital; they claimed that they wouldn't be leaving until Congress and the president resigned and allowed new elections to take place. Obviously ten million people couldn’t stay in Washington D.C without overloading the cities’ resources. Instead a smaller cadre of loyal protesters would pitch camp in several locations across the city, while the others either returned home or helped reinforce protest groups along the Eastern Seaboard. The politicians in Washington were, naturally, loath to acquiesce to protester's demands, and instead ordered police to disband the camps in D.C. However because of the number of people staying in D.C, to say nothing of the number of D.C residents joining protesters, this proved to be impossible with the cities resources. In haste, the President, without approval from Congress, called up several nearby Army units to forcibly disband the protest. The officers in charge were shocked by their orders and instead called into double check that they were correct. When informed that this was the case, the officers instead refused to order their men to muster, claiming that the suppression of peaceful protests would constitute an illegal order. While many claim that the various National Guard units deployed in cities across America were doing what the soldiers in D.C refused to do, it is important to note that many of those cities were in states of emergency given the severity of the rioting. Even the special operations forces being used to round up protest leaders were for the most part, being sent into areas that were under statuses, and so could be justified as quasi-legitimate. Contrary to that, D.C had remarkably managed to remain calm and orderly, and the massive rally had likewise been peaceful. In addition, the National Guard units were being deployed in their own home states to bring order, while the army units being deployed to D.C were national troops being used to put down what appeared to be a peaceful local group. The president’s plan would have called for main line army units to be deployed all across America, including in locations not under states of emergency, with a broad array of power to suppress any “threat to national security.”

Infuriated, the President called together the Joint Chiefs along with the Secretary of Defense to coordinate a martial response to the occupation of D.C. and to deploy military task forces across the rest of America. Instead, the Chiefs, along with the Secretary of Defense all resigned claiming that their officers were in the right to refuse the orders that had been given. The fallout over the resignation of the top brass was profound. Protests intensified as many were (obviously) angry that the president tried to deploy the military across America to try and suppress Americans. Many who'd remained neutral during the unrest soon began to take the side of those on the street. While many didn’t necessarily agreed with the various agendas of the protesters, they were firmly opposed to the government actions. Still despite the questionable legality of the president’s order, he still had enough support among conservative elements in the country to be insulated from this move.

What changed everyone’s opinion though was a leaked memo sent from the White House to several federal agencies, detailing plans to temporarily suspend the upcoming election in November with a declaration of a nationwide state emergency. While it was initially just a memo discussing a contingency plan should the rioting problem not subside, as many noted, the memo’s contents indicated that various units were already in transit across the nation, which seemed to indicate that it was more likely than not that the declaration of nationwide emergency was going to be initiated.

Many of America's closest allies denounced the move, claiming that the president’s actions were rapidly setting America on the course for tyranny. Even TEA supporters turned out to oppose the government, with only the most diehard supporters staying loyal. The president was forced to resign, turning over control to the vice president. The new president though, was impotent in the face of the deepening crisis in America’s cities, along with a hugely discontent population whom now firmly distrusted the government. While the TEA party still technically had a commanding presence in the House and Senate, the other three parties had come into coalition to finally present a united front against the TEA party. In addition, the lackluster response to the attempted unlawful crackdown and emergency declaration by the president left many with an even lower opinion of Congress, whose approval rating reached an all-time record low of two percent.

With the Federal government effectively paralyzed with inaction and with a level of distrust not seen in hundreds of years, many began to openly advocate replacing congressional leaders along with the president with a influx of fresh blood. Known as the “Reclaim the Government” campaign, the goal was to replace the various incumbents with new politicians. However, the campaign soon took on a new life as it began to become colloquially known as the “Kick the Bastards Out” movement. The first new congressional election of 2020 saw 95% of incumbents replaced with new candidates in national and state level positions. The following year would see similar results with the influx of new politicians reaching an unprecedented level. However, even with new politicians and a desire to try and fix the problems facing the U.S, there were still the massive divisions presented by the four parties and a general lack of consensus.

By 2022 little head way was being made, and even with the greater economic consolidations taking place across the globe, the effects of the Depression were still wrecking parts of the US. In most cities, the crime wave had yet to die down, and with the credit crunch that came from the Depression, more and more people were unable to pay home mortgages, which resulted in a massive increase in the homeless population. It appeared the government had become completely unresponsive to the needs of most Americans. Corresponding with this was the rise of new political ideologies and movements that broke with traditional U.S divisions. (For more please see: RED TIDE: THE RETURN OF SOCIALISM TO AMERICA, AND GREEN DAWN: THE CASCADIAN SECESSIONIST MOVEMENT). With the political upheaval, came a new wave of domestic terror attacks instigated by members of the far left and far right from militant environmentalists to sovereign citizen’s members, which further plagued the struggling American system. Strained Federal resources had difficulties combating these new threats, which escalated as more and more groups became discontent at the situation. Many of these groups remain active to this day, despite the new government’s attempts to bring a new measure of order and prosperity to America, especially in the light of the TNE age.

In light of the growing economic, political and domestic crisis’s, various newly elected state officials began making moves to try and call a constitutional convention .This broad movement proposed a wide variety of amendments to the constitution to change the basic function and limits of the scope of the government of the United States. A process that took several years. . .

UNS Midway: Sol-Zhongguo JP, 5th January 2037, 11:55 UTC

The two Samar IIb-class DEs performing escort duty for the linelayer Arthur C. Clarke are detached to form task group WATCHDOG. Under the command of CMDR Jesenjin, the two form up with the Federation jump tender Medved and the Moskva 31-class escort Asghabat. Overall command of the formation is remanded to Kommander Ekatarina Prokhorov, CO of Ashgabat. All four ships transit into Zhongguo just before noon UTC, leaving Arthur C. Clarke alone with the Federation warships picketing the jump point: the Skory 36-class cruiser Bystry and the Moskva-class corvette Jakarta.

Federation briefings indicate that the crossing to the Zhongguo-FED 002 JP will take about three days.

Re: Federation Deployments

Sirs, two Irkutsk and one Nanuchka-class vessels have just departed Mars at 3000 kps. They are making directly for the Sol-Zhongguo jump point. ETE is ten and a half days.
Message ends

Two hours later, the two Moskva corvettes composing the Federation's 3rd Corvette Squadron arrive at the Sol-Roanoke jump point as promised by the Federation. The Federation senior officer, Kommander Andreea Chernov, aboard Riyadh, reports that both ships are low on fuel. After conferring, 1st Fleet orders the jump tender Galileo Galilei, stationed at the Sol-Roanoke JP, to transfer 20,000 liters of ReSor to each corvette. They will be further refueled when they intercept task group PILGRIM, which is returning to Sol from the Roanoke-Hakahaka gate.

Luna: Saint's Rest, 6th January 2037

The UN, Federation, and Republic of Cornucopia announce a promising joint venture aimed at securing human hegemony in the heavens. Under the auspices of the project, the UN and the Federation will each contribute €5 billion in order to construct new ordnance factories at Saint's Rest. These facilities will be used to produce ordnance used for potential further minesweeping operations in extrasolar systems.

Meanwhile, UNIN and TsF announce that they will be participating in a pair of joint exercises that will see Federation ships beyond the Sol-Roanoke gate and UNIN ones in Zhongguo. The unusual nature of this cooperation starts the rumor mills churning. The predominant theory among the media and the public is a hostile ETI somewhere in the outer reaches of human-explored space.

Task Group WAYFARER, Roanoke-Uwazi Jump Point, 9th January 2037, 9:30 UTC

The jump tender Alan Turing returns successfully to Roanoke, along with the destroyer escort UNS Caloocan. Caloocan's CO, CMDR E_Motion reports that Turing, under the command of CMDR GladRagKraken, successfully retrieved Caloocan from Batavia on 5th January.

The two ships set a course for the jump point back to Sol. They trail some 1.4 billion km behind the previously transited survey vessels.

Later in the day, the collier Pearl Harbor reaches the Sol-Roanoke jump point. After consulting with BuOrd, 1st Fleet orders her onward into Roanoke for an eventual rendezvous with WATCHTOWER at the Roanoke-Hakahaka gate, five weeks hence.

Task Group PILGRIM: Deep Space, Roanoke System, 12th January 2037, 11:45 UTC

The UN jump tender Edwin H. Armstrong, bearing Commodore Aubrey Musgrove and other victims of the Osaka Effect back to Callisto, pauses to rendezvous with the Federation 3rd Corvette Squadron. Over the course of twelve hours, Armstrong transfers more than 70,000 liters of ReSor to the corvettes, allowing them to cross the expansive Roanoke system. The Federation ships are still nearly three weeks out from the Hakahaka gate.

Sol: Sol-Zhongguo Jump Point

A Federation Medved-class jump tender identifying itself as Rosomakha transits into Sol and reports that WATCHDOG successfully transited into FED 002 and was last seen heading toward the FED 002-FED 003 jump point. Rosomakha topped off the tanks of Medved and Ashgabat before returning to Zhongguo and then Sol.

Three hours later, after a close rendezvous with the Grisha vessel just off the jump point, Rosomakha transits back into Zhongguo.

Sirs, the Federation has completed construction of a seventh Irkutsk-class destroyer. It is heading for Mars at 3000 kps. At this speed, the ship should arrive at Mars in less than 35 hours.

Elsewhere, officials at Mitsubishi Commercial Shipbuilding send a memorandum to UNRL informing the department that their shipyard has reached the designated size of 36,000 tons.

Sol: Sol-Zhongguo Jump Point, 16th January 2037, 2:15 UTC

The Federation task group dispatched to attempt to track down To Reveal the Hidden Path, Expeditiously reaches the Sol-Zhongguo gate. It lingers briefly near the Grisha-class vessel posted there before all three ships disappear into the rift. Observers aboard the linelayer Arthur C. Clarke report that it appears that the squadron generated its own transit field.

Earth: UNSA Facility, Brisbane, 17th January 2037

Dr. Eumenides issues his final report on ion engine miniaturization techniques and the results are licensed to all the major ordnance manufacturers. UNSA's Dr. Rotekian is immediately assigned to field test several prototypes based on Eumenides's work, the first of which is an update to the venerable "Hornet" multi-purpose missile. The simplicity of the upgrade means the testing should only take a few days, using half of the labs previously under Eumenides's control.

The other half remain under the illustrious researcher, tasked with completing a life support miniaturization project. Eumenides's expertise in the field will enable him to complete the work in about two weeks.

Will get on this when I'm near a computer on which I can spend considerable SA time without questions being raised. All Lyells should be governed by the Exploration protocol, meaning they don't need specific orders unless we choose to do so.

Edit: for some reason someone has marked the standing orders as not applying to UNRL vessels. Given that they include the provision that they should only be sent to empty systems, please disregard this mark until I can delete it.

That was me some months ago, to be sure the Lyell's won't automatically go to dangerous systems. I posted it in the thread as well. But if I'm not mistaken, we currently have nowhere to send them anyway so it's more of a theoretical question.

UNEC BUSINESS

For Masada construction, it is easiest to simply post standing orders shipping the necessary minerals, pausing local industry and redirecting it to construction, and then switching back once the Masada is complete.

Callisto can produce either infrastructure, MSP, or - as was briefly discussed in the Council Cloakroom - 5 more Maintenance Facilities, which, when combined with the 8 remaining on Earth, will allow us to service ships up to 10000 tons, which is the current highest tonnage design being discussed for Project NIKE.

Saros, you want us to recommence the expansion ofthe Samsung and Mitsubishi Commercial yards. Is there a need for it? The bigger the shipyard is, the more time it takes to add more slipways. Our current plan was to expand the shipyards to the minimum necessary size we need for next generation ships, then retool them for new ships, and then start adding more slipways. Samsung now stands at 48100 tones and Mitsubishi at 36000. Do we actually need to make them bigger? You are the blueprint guy so if you tell me that yes, they need to get bigger, I will give the order.

Please rename task group Titan Minelift to Freighter Command Gora.

Freighter Command Aberdeen:
- Pick up the Masada PDC components at Earth and ship them to Tranquility.
- Pick up 1 mass driver and the fighter factory from Tranquility and ship them to Earth.

After the above is done, all available freighter groups are to participate in transporting 20 normal mines from Earth to Tranquility.

After that, ship 40 normal mines to Callisto. Do not include Freighter Command Gora in this, they are too slow for the Earth-Callisto route.

From: UNRL deputy
Subject: Future tasks for our exploratory fleet

Gentlemen,

as you know, our Lyell-class geological survey vessels, delivered by our partners in Cornucopia, are finally coming into operation. And very soon, our Asimovs will finish stabilising the Sol-Zhongguo and Sol-K2 gates. Thus our near future goals will be completed and we need to discuss long-term plans. Therefore I would like to open the discussion on what to do with out exploratory fleet.

Upcoming situation:
- The Sol-Zhongguo gate stabilised from both sides (assuming a preconstructed gate on the other side).
- The Sol-K2 gate stabilised on both sides.
- The Sol-Roanoke gate stabilised on the near side.
- Three Asimov-class gate builder free and ready for deployment.
- Gradually more Lyells free and ready for deployment (currently 1).

Our tasks in the Sol have been finished, and there is nothing more to do. The question is what to do next.

The ideal course of action would be to wait until the K2 survey finishes, and then rush our assets to explore and exploit the K2 chain. This can be done while the K2 military operation is still ongoing, taking care to avoid the Hoplites in the inner system. As the ongoing gravsurvey has shown, the outer system seems to be safe. There is a problem though: the survey is nearing completion and has so far failed to reveal an another jump point. Should it find one, UNRL will immediately send its assets to exploit it.

However, we need to start planning for the possibility that K2 proves to be a dead end. Do we want to extend our lines to Uwazi and the systems beyond? Do we initiate gravitational surveys in the Uwazi-chain systems? If the answer is yes, we will need to coordinate with UNIN to send in scouting missions before the surveys can start in earnest. A related question is whether we extend our jump gate network to Uwazi - which is a necessary task to maintain long-range communications but it also means stabilizing the Sol-Roanoke gate from the other side, which would connect Sol with the Mind's "greater communion" network. A dangerous propositions.

UNRL's opinion is that shall K2 prove to be a dead end, we must expand into Uwazi. Therefore we suggest:
- Wait till the K2 survey finishes. If it finds another system, commence Plan A which is to send gate builders and surveyors into the K2 chain. Otherwise proceed with plan B:
- Send geological surveyors to the discovered Uwazi-chain systems (ideally along with military scouts).
- Send gravitational surveyors further into the Uwazi chain. Best candidate systems TBD, but the Pandemonium nebula seems like a nice candidate due to its proximity. Batavia is also very desirable, although dangerous.
- And now the important bit: Keep the Roanoke>Sol gate ungated. Instead, keep jump tenders on site at all times. Jump our gate builder through and commence building a Roanoke-Uwazi gate. The Roanoke>Sol gap in the jump network is intended to protect Sol from the Mind's abilities.

Jumping gate builders (and eventually freighters) into Roanoke is possible even now, but getting them back will require jump tenders of a sufficient size. Therefore we would ask UNSA if they could provide us an estimate of when the jump engines will be ready. And we know that we've asked this many times before, and there was even a proposed trade with Cornucopia, but frankly we've lost track and would appreciate if you could remind us.

Oh and also the scavenge module?

We leave this now to UNEC for discussion.

Answering things I happen to know:

Sol->Roanoke isn't yet being worked on, presumably that would have been the task of UNAS Robert Heinlein when it leaves the shipyard.

Exploitation on any system without completing a two way gate would be extremely arduous, and would require significant expansion of shipping by UNRL. McKiernan and Yamamoto will not expand operations into systems without full gate access.

UNIN will be resuming Uwazi exploration with the launch of the Carl Sagan class science vessels.

Salvage modules are currently designed to be fitted onto the Drake class Tender/Salvager. Salvage Module should be done mid 2037.

The name suggestion sheet is linked in BG's original posts and also on the LP wiki.

You're right, for some reason I thought the gate was already done. Amending the orders so that Heinlein will do that.

Thanks for the other answers as well. It's not easy getting back into things after weeks of neglect.

EDIT: I'm currently thinking what to do with the Lyells. They're self-jump so they can easily go into Uwazi immediately.

You have a reasonable point about the Mitsubishi commercial yard. However build points/year increases with shipyard size so a bigger yard can build smaller vessels faster than a smaller yard.
For the Mitsu Commercial Aurora lets you use your insta-tool even when the yard is occupied doing other jobs without interrupting them, it might be considered a little gamey however? If BG allows insta-tool without interruption I would recommend starting a second slipway on the Mitsu Commercial immediately as it should be able to complete the slipway before we need to do anything with it other than build Drake class vessels.

This isn't true. Ship build rate depends on ship size, not shipyard size. The latter affects shipyard modification rate, but bigger shipyards take more BP to modify, so it often balances out.

Oh one more thing I noticed - you have orders for 30 mines to Tranquility, that will leave us with a worker shortage once all terraformers are finished there. We can fit 21 with the fighter factory removed and still have enough workers.

Callisto can take 40 mines immediately.

Edited the orders. Currently we're shipping 20 mines to Tranquility (leaving 0.5 m free workers) and 40 mines to Callisto.

bgreman, I'm updating the map and I need to clarify a few things. First, what is UNS Ilocos doing and where is it? Second, is the Federation Vishnu class the same class that was previously designated Irkutsk? Third, can you tell me the distances of UNTJS 12 and 13 from Sol, according to the galaxy map? Thanks.

Also, to restate Saros' question: can we start building a new slipway on Mitsibushi and the use the instatool to retool it for a new class, without canceling the slipway? Just making sure this is allowed.

In an attempt to ensure everyone is sufficiently confused, the UN office of cartography has issued a yet another revamped map.

This time I've clearly separated all systems. White dots are jump points, red points are stabilised gates. A red line in between two points means those two are connected and you can jump in between them. Hopefully this will make things a bit clearer and you can now see where a system ends and another begins - helpful in the Uwazi sprawl.

Will post naval deployments soon, once I clarify a few issues.

1) Ilocos finished overhaul in October and was supposed to join the training squadron, but it looks like I missed its event completion event and its been sitting at that location since. It's moving back to Callisto now, where it will top-up its overhaul and then join 1st Cruiser Group, barring an override from Gnooble.

2) Vishnu is the Federation name for what UNFI calls Irkutsk.

3) UNTJS 012 and 013 are listed as 14.2b km and 14.0b km from Sol, respectively.

4) I'll have to do some experimenting, but I believe Saros is correct.

Tranquility: Low Lunar Orbit, 18th January 2037

Task Group COLLIER spends several hours ferrying over 130 SSM-12A "Albatross" anti-ship missiles from ordnance stockpiles on Earth to the Tranquility Orbital Maintenance Base.

At Callisto, UNIN's request to expand the Callisto Orbital Maintenance Facility is granted. Five new berths will be added over the next two years, and existing berths will be upgraded to fit ships of up to 8,400 void tons.

Workers on Tranquility are temporarily reassigned to building the first of a new class of defensive installation into the lava flow on the floor of a crater just outside Tranquility. Construction on the facility, which was pre-fabricated on Earth, will last until mid-March. A second facility is planned to be built near Saint's Rest, though there is no firm timetable for its deployment.

UNRL shifts mining priorities, announcing that sixty mining installations will be relocated to Tranquility and Callisto. Officials hope the influx of new jobs will stimulate further development of the UN's off-Earth members.

Finally, a number of surplus naval components are scrapped, returning a small amount of TNEs to UN stockpiles.

More update later, I just wanted to get this portion done quickly so I can advance time normally later.
