Rolled a 29-32 out of a possible (28-110) - (29-405) and got the amazing combo of Thorns and Shock Pulse damage! Why is it possible for Legendaries to be this bad?!

I reckon this lil' baby will sell for a meaty 20k, easy.

Worst thing is, it's not even a bad Skycutter.

I'd give it to you, free of charge, but I'm in Europe.

I lost the original picture but I used the Diablo 3 item database and 3 minutes in paint to recreate my first legendary.

The stats on it were relatively well-rolled(the DPS might have been slightly higher, even!) but stats for Mana, Fury AND Arcane Power? On a Mighty Weapon?

I still have no idea why Blizzard rigged their item generators to provide poo poo items.

I mean, they had to do it on purpose. There is no reason in the entire universe why a wizard hat should have +strength and +dexterity on it. I played some Titan Quest, a 2006 3d diablo clone, and even they had a system where the game dropped mostly items that made sense. Cloth armor and mage circlets had +int and +mana regen on them. Most of them were weak and thus vendor trash, but once in a while you'd find one that was an upgrade. D3 pushed random loot to its logical extreme and, as an added bonus, removed much of the fun stuff from D2 items, such as random frost nova on hit properties and the like.

..I lied actually, I know why Blizzard rigged the drops to be 99,9% poo poo, but it is the start of a dark path into conspiracy territory. Blizzard isn't what it once was, and the complete item-dependence in D3 is a shameless money grab through the RMAH.

I don't mean to be a dick or anything, but come on man it says what they're for right in the item description.

Swamper's gotta swamp.

Serious question though: Why the gently caress would they ever make a piece of gear "Specially crafted" for one zone?

The thing about random loot is that it's random. You perceive a bias towards bad gear partially because you have a much smaller pool of "good" enchants than you do "bad" ones, and a pessimistic mind will junk an entire item over one bad stat. The other reason you see a bias is because this is the Bad Loot Thread. If you want to see things with amazing stats folks tend to post them in the AH thread for price checks. Just don't look at what those prices actually *are* or you'll get depressed.

As for off-class stats on class items, that's partially because they went for a simple filter by weapon/gear slot (aside from some class-specifics that only appear on class gear and rares) and partially because you don't want to ignore other stats. Strength/Int are pretty interchangable but with diminishing returns a mix of resists and armor combines better than stacking one, and if you're not a Dex class a couple of hundred Dex can greatly improve your survival since it'll triple your dodge rate.

For random things that's pretty much all that needs to be said, but there are legendaries/set items out there with stats a designer intentionally put on there that are just awful for their level. Seven Sins has main stats capped at 42, for some stupid reason, and a bunch of other not-entirely-random items have stats that have minimum values that make the entire item worthless, like an Oculus or Uhkapian Serpent can roll damage worse than a level 44 blue.

If they at least tuned it so the legendaries were good with a chance of being great, rather than completely awful with a chance of being good then people would be happier.

From what I've heard, yes it does shoot chickens. It would be insanely easy to just, y'know, test it.

edit: Well then it seems we are both disappointed then

That's just sad. At that level, you can get a level 60 bow with a "Reduced Level Requirement" of 9 or more, which will be 600-1000 dps as opposed to the 260 on that bow.
