The way I heard it (in a William Gibson book ) was that you can basically just buy these and they don't necessarily even represent public servants on personal business or even Russian citizens, for that matter. It's basically an opportunity to laugh at how clever you are for getting the "joke" and a way to numb you to the reality. The post made sense to me at the time but it assumes a lot.
