For this image it was just Photoshop, but for just about any animation I do (unless it's really, really simple) I use After Effects. Generally I try to do whatever correctional / setup stuff I can in Photoshop, then take the cleaned PSD into AE and play around with it. Render that, then bring it into Photoshop for gif optimizing.

I was going to say that it's a really nice and simple process, but then I decided to make this dumb edit:

Whoever works at Adobe and decided that 500 frames was a great arbitrary limit to impose on saved for web gifs, you are a fink. That's the most annoying barrier I've encountered in a while, and it took the combined effort of gimp, Easy Gif Animator, and a 4gb patched Jasc Animation Shop 3 to make a 240 KB gif. Fantastically frustrating!
