Not for fractals, sPvP or WvW. Regular dungeons have level requirements. We often do fractals with low level alts or new players. WvW is not as welcoming as you aren't as powerful as a level 80 in exotic/ascended gear, but it can still be pretty fun.

Pfft level 15? Only scrubs bring level 15 chars into Fractals. Make a level 1 (don't accept the tutorial popup reward when you finish it) alt instead.
