I hope it's okay to bump a week old thread but I've been meaning to post this ever since I saw the thread. Don Balon was a Spanish magazine that yearly published the 100 best upcoming talents in the world, since its dissolution due to the economic crisis (and a scandel that had one of its lead editors arrested) the website 101 Great Goals has taken its place in creating the list so here's the 2011 and 2012 Don Balon list.
