Yeah, with most maps like that the value is just the z score of the frequency. With the number of large number of categories, frequency will be very low, and with low population states, variance will be very high, so it's more or less just a meaningless map for large swathes of the country (see also like 90% of twitter maps). My go to example is kidney cancer mortality in the US: (Top map is top 10% highest per capita deaths, bottom is lowest 10% per capita) There actually aren't very strong geographic patterns for kidney cancer (it's more or less a "bolt of lightning" sort of poisson distribution of a disease), but if one dude in Loving County TX gets it, then they are in the highest category (1% mortality!), and if nobody does, they are in the lowest category (0% mortality). Since population DOES have strong geographic patterns, you get the strong-looking but ultimately meaningless clusters of stuff in Texas up through to the Dakotas.
