Edit: The charged scalpel was just a possiblity i thought of, I admit it's not perfect but I think it still carries the main point here. I can chip in on this, my grandmother is still charged for her phone (which she shouldn't be, since she finally get rid of it a few years back), and the reason you had to rent them isn't the cost, it wasn't so bad back then either. The reason was because no one but the telecom companies were allowed to have them or something like that.
