STALKER and Metro are both based on Roadside Picnic, thats why they have so much in common. In the Metro 2033 book the Rangers are actually called Stalkers but they changed it for the game.

In Metro 2033, if you turn the audio to Russian, they actually say "Stalker" instead of Ranger.

You can, yeah, however the translations are a bit off, but then again if you don't understand the Russian, it's not a big loss!

If you mean the startup ads, rename C:\Program Files (x86)\Steam\steamapps\common\Metro Last Light\legal.ogv to something else
