I have an odd issue with windows 7. My tech level is high, but I am relatively stumped on this problem and I really don't want to reinstall windows this weekend (which would fix the problem I am quite sure but would also take a good couple hours to reload all of my crap back onto it).

I'm running an AMD 8 core / 3.5 ghz with 16 GB ram.

The short version of the problem is that whenever I install something within windows it runs thru the wizard, gets to the copy / unpack part with the statusbar, and hangs. Interminably. Something as small as Winrar will hang at 0% on the 'installing' statusbar for 5+ minutes doing absolutely nothing. But once it starts going it will move quite quickly (i.e. normal pace). Windows does this with all programs. It doesn't appear to be doing any intensive CPU work because nothing else hangs or lags, and I can continue working on other programs while the installer derps around. Previous installs of windows 7 did not do this. In fact, I am quite certain that it wasn't doing this up until 2 or so months ago. But damned if I can figure out what broke windows. It almost seems like the installer is timing-out a loop searching for something before it begins installing.

Any suggestions would be welcome because I really don't want to waste time reinstalling windows. Other than this one odd issue, its been working quite nicely this install.
