For this scenario to work, you need to have someone who likes being the polluted slave-city that exports their poor, uneducated, 40-yr lifespan commuters to some other guy's metropolis (even more insulting when you can see their golden skyscrapers and all you have is graffiti'ed up projects and smoggy green skies). That's like the opposite of what I imagine when it comes to Sim City, I want happy sims with long lifespans and high IQ who work in the zero-pollution industrial zones in their own city and I get the impression most players do as well.
