I didn't really realize how much I was enjoying Sigma's freedom from Phi until she showed back up again. I guess the constant snipes get old after a while - but maybe that would be different depending on how competent you were at the puzzles.

If he thinks they're dumb or unintelligent, then yeah, he put the article in there to make them think that it's a quarantine facility when it isn't. If he assumes they're at least intelligent enough as this segment shows them to be, then he placed the article there, making it look fake, in order to lull them into a false sense of security and that this is a quarantine facility and/or R-6 is a real and relevant disease after all. So it's a tough call to make as the viewer. It doesn't help that we have the meta-information that Radical-6 is important because of the Law of Conservation of Detail. Yeah, the article could be a double bluff. I'm really not a fan of "Surprise, while you were sleeping, the apocalypse happened!" stories, though. I find those just too depressing to make me care about the surviving characters.
