I think you're safe upgrading each character's significant cars. I've upgraded all three, crashed and abandoned them repeatedly and they always come back still upgraded.

I've had Franklins car randomly revert back to default, so no, nothings safe.

Haven't been able to start the first race thing yet on ps3, but seems I'm far from alone on that!
