I don't think Eric Schmidt would qualify as an expert in anything that would qualify him to be President. He might be a good person to run the NSA or the BLS or something though.

I think that when it's used like this, a technocrat is a science, engineering, or technology professional put in charge of government to apply their lateral and critical thinking skills to problems that are simply beyond the feeble minds of mere lawyers and politicians. Which, of course, is why Herbert Hoover was our greatest president.

Yeah, canceled debt counts as income, so it's difficult to get people entirely off the hook. However, I think it's still worth doing, since the IRS can be negotiated with more than a collections agency.
