One of the easiest things to understand is that 90%+ of Japan's population is urban. I'm not exaggerating, Worldbank.org has it at 92% in 2012. People have done more dying than breeding in urban areas since Gilgamesh's time. It's one of a handful of things that are always true about cities - they house tradespeople over self-sufficient people, they create hysterical amounts of wealth for how little area they occupy, and they have shrinking populations. The way their population stays stable is immigration. This combined with the fact that the average Japanese worker works more hours a day than anyone else in the developed world means that their fertility rate is lower than you might expect. It's a larger phenomenon, though. If you compare the fertility rates of all countries in 1950 as opposed to the fertility rates today, literally one country in the world has had an increase, and that's Kazakhstan.
