Rock. IIRC, you need a slug for the slug ship event (which might pop up before a crew store), also two nebulas in a row would be boring.

Yeah, I went "What the gently caress were you thinking!?" when I noticed that. Even if you don't need the extra levels, they're there in case you get hit with a stray missile/boarding drone and don't want to lose a critical module just like that.
