Right but originally the gaijin weren't forcibly expelled, the whole battle was pretend to save face. The Empress wasn't really killed but abdicated and left willingly with the sailers after setting up secret trade agreements. The Tortoise Clan was founded to oversee this new trade agreement, to seek others and to provide cover to any of the Empress' descendants who wanted to return to Rokugan. Though it looks like someone decided to change that sometime in during The Four Winds.
