I'm not Californian so forgive me if I miss something obvious here, but Prop 42 sounds a lot like it's going to result in nobody actually paying those costs after the municipalities decide they can't afford it and the state government has a law saying it isn't their responsibility.
This post is quite old now but I want to bring it back up because it got buried under SF talk. It seems counterintuitive to me to place full responsibility of disclosure upon hundreds of individual local governments, each with different amounts of funds, in what would probably be an incredibly confusing and red-tape laden patchwork disclosure system than just have one uniform state disclosure system.

It also has a NIMBY element to its environmentalism.

So I'm going to ask some questions about the PG&E outages because I'm curious what the popular opinion is:

- Should PG&E be socialized?
- Alternatively, should PG&E be broken up?
- Should we focus more state resources on burying power lines? Is this a worthwhile action to reduce the risk of wildfires?

Looking at previous posts it seems there is support here for the first option.

Everybody should be voting by mail at this point, it's so much easier than standing in line and you don't have last minute surprises. The state could be doing a better job at communicating this.

I would even say permanent vote by mail should be a opt-out instead of a opt-in. It will have some upfront cost but it could increase turnout and maybe even save money long term by reducing the number of physical poll sites needed.

E: You could ask though what do you do about people without an address for whatever reason. Not sure.

I'm probably not the only person here that reads the Chronicle but drat

quote:

A Placer County man who died last week from coronavirus almost certainly became infected before he boarded a cruise ship from San Francisco to Mexico on Feb. 11, suggesting that he was exposed to the virus in the community and it has been circulating in parts of California for longer than previously reported, according to a cruise ship doctor.

Dr. Grant Tarling, chief medical officer for Carnival Corporation, which operates the Grand Princess cruise ship on which the Placer County resident had traveled, said that the man was seen by a ship doctor on Feb. 20 for serious respiratory problems. The man told the doctor that he had been feeling unwell for six or seven days, Tarling said.

That would mean the man first had symptoms on Feb. 13 or Feb. 14 — two or three days after boarding the ship in San Francisco. People infected with the coronavirus typically show symptoms no sooner than four days after exposure, studies have found.

“That would have put his exposure period before he joined the vessel,” Tarling said. “So we believe his illness was probably community acquired somewhere in California before he joined the ship.”

So far 30 people who were on the Grand Princess on one of two recent voyages have tested positive for coronavirus. Tarling believes that the Placer County man is the “index case” at the center of the outbreak.

The first reported case of community infection in the United States was Feb. 26, involving a Solano County woman who tested positive while she was hospitalized in Sacramento with serious illness. If the Placer County man was infected by a community exposure, that would mean the virus has been circulating in California for two weeks longer than earlier reports.

Some infectious disease experts believe that the virus probably has been circulating to some degree in the United States since early February or even January.

The timeframe of the Placer County man’s illness is not confirmed, and it’s still possible he became infected while on the ship. It’s possible that he misreported the timing of his symptoms. Also, some studies have found that the incubation period for coronavirus can be as short as one or two days.

I don't know wtf is going on in Newsom's head but this first tweet is misleading. The Grand Princess had actually docked back in February from a different cruise, and the article the guy linked describes how that first cruise failed to be quarantined. The second cruise that just docked on Monday is being quarantined.

This brings up the very good question of why the first cruise wasn't quarantined and the ship wasn't locked down to prevent further cruises. Major fuckup.

Also while I was paying she noticed some random object on the ground and just picked it up, again with the same gloves, then handed me my receipt with the same hand.

This poo poo infuriates me so much. Ditto the morons walking around with facemasks on like it's going to do them any loving good. Actual medical facilities are having PPE shortages because dipshits and dipshit companies are buying them all up and then not even using them correctly. So many people treating gloves like they're magical anti-viral forcefields when in fact to be effective they'd have to be changed constantly to be effective. God we are so loving insufferably stupid as a species.

I feel like this is too much moralizing and not enough focusing on the core problems:

1. The government didn't step in and bar the sale of PPE to anyone but hospitals. Unfortunately, letting the free market run amok here was an obvious mistake.
2. People aren't really getting trained on how to properly use PPE in jobs where it could be useful. It could be argued that we need grocers and we need them to not get sick so people can buy supplies they need. But they're not getting trained so giving them PPE is a complete waste in every way.

The larger problem here is in these emergencies we need a planned economy to properly coordinate allocation of resources, and the free market is not sufficient to the task at hand. We can focus on the stupidity of individuals, and it is cathartic to complain about it, but there is a greater more insidious stupidity in keeping a market economy at all.

People is trickier though: unless you catch them sunbathing at a beach or something how do you prove they were travelling for unessential reasons?

Apparently Italy has it now that you have to fill out a permit to go outside. The police have the right to stop anyone outside and ask for the permit.

I'm still questioning the feasibility of such a system for CA, but it seems it may be possible to enforce isolation at the individual level.
