Season 1 for the first 2 episodes was really slow and but by the third episode it picked up. It's sorta like the government you wish you had, so the characters become kind of halcyon and mythic from time to time. The President especially so was originally intended for this, Sheen wasn't expected to be a regular, and that's why Bartlett doesn't really start owning the show until Season 2 (which contains the show's best episode and probably the best TV episode ever).
