I exist in a weird paradox where In Rainbows is one of my favorite Radiohead albums of all time, but Hail to the Thief is my favorite Radiohead album. In Rainbows is a really quick listen from a really emotional period of my life, but there's so much atmosphere in HTTT that perplexes and memorizes that it's difficult for me not to get excited about it. Controversial opinion: OK Computer is one of their more meh albums. The Bends is better in my book.

I'd be vastly surprised if anyone beyond the most casual Radiohead fan thought Pablo Honey was there best or even wasn't just the worst.
