I'll have to second both Xanatos and Danger Mouse. Two favorites that haven't been mentioned yet:  Needs no presentation. and  Starts out as a fairly typical comedic villain who is more of a nuisance than an actual threat. As the show progresses though, he reveals himself as one of the most tragic figures I've seen in any animated show. Let's just say that I will never look at the theme-song for Cheers in the same way again.
